HGU-99/P Improves Safety Aboard Flight Decks
Aircraft carrier flight decks and military aviation environments expose Sailors and Marines to extreme and sustained noise levels. Protecting hearing while preserving situational awareness has long been a challenge — one that traditional cranial helmets could not fully address.
From SBIR Research to Early Development
Creare began its hearing protection research in 2004 under Navy SBIR and Air Force STTR programs, studying how high-intensity noise reaches the body through air, head, and structural pathways. This research led to the development of a multi-layer protective helmet system — the HGU-99/P — combining in-ear protection, advanced acoustic ear cups, and a noise-isolating helmet shell that also provides impact protection.
The system was evaluated during fleet assessment events leading up to a Milestone C procurement decision in 2010–2011. Although the program was paused at that time, the technology itself continued to demonstrate unique value.
Commercial Validation & Renewed Navy Interest
In 2014, the helmet was introduced into demanding commercial environments, including European oil and gas operations, where strict occupational noise standards required protection levels beyond conventional solutions. These applications validated the helmet’s ability to deliver exceptional hearing protection in extreme industrial settings.
In 2017, renewed Navy interest — sparked during a technical showcase — restarted formal development efforts. By 2018, Creare was under contract to enhance the system further, incorporating advanced electronic “hear-through” capability to improve auditory situational awareness while maintaining safe exposure levels.
The updated helmet underwent extensive requalification testing and multiple fleet assessment events. Sailors evaluated the helmet during real-world operations on aircraft carriers and at Naval and Marine Corps air stations, providing structured feedback that informed iterative improvements.
The system successfully passed Milestone C approval and transitioned toward production.
Edare’s Role: Transition to Production & Scalable Manufacturing
Following successful requalification and low-rate initial production (LRIP), Edare assumed responsibility for scaling the helmet into steady-state manufacturing and fleet delivery.
Edare’s role encompasses refining the design to ensure efficient, scalable production; coordinating suppliers and maintaining rigorous quality oversight; performing precision assembly and full systems integration; supporting environmental and durability validation efforts; and maintaining configuration control and lifecycle support to ensure consistent, long-term performance in demanding operational environments.
The helmet incorporates components manufactured by specialized partners, including composite shell structures, acoustic liners, seals, wiring harnesses, and communications interfaces. Edare integrates these subsystems into a fully qualified, production-ready protective system that meets stringent military performance requirements.
In October 2023, the program completed its first Low-Rate Initial Production run, delivering 582 helmets. The program has since transitioned into full-rate production, scaling output to approximately 2,000 helmets per year — establishing steady-state manufacturing capability to support fleet-wide deployment.
Measurable Operational Impact
Extensive qualification testing included environmental stress, water-entry simulations, and operational evaluations aboard aircraft carriers. Feedback from Sailors and Marines directly informed product improvements, ensuring field-ready performance.
